二十國集團(tuán)第11次首腦會(huì)議將于9月4日至5日在杭州舉行。2014年布里斯班二十國集團(tuán)峰會(huì)宣布2016年G20峰會(huì)將在中國舉辦以來，習(xí)近平主席曾經(jīng)在多個(gè)場(chǎng)合談到G20杭州峰會(huì)，從中國的角度闡釋了二十國集團(tuán)會(huì)議，并為二十國集團(tuán)和世界經(jīng)濟(jì)的發(fā)展以及全球經(jīng)濟(jì)治理提供建議。

　　下面，我們就跟大家一起回顧一下習(xí)近平主席這幾年有關(guān)G20峰會(huì)的論述。

　　2014年11月15日，習(xí)近平在二十國集團(tuán)領(lǐng)導(dǎo)人第九次峰會(huì)第一階段會(huì)議上的發(fā)言：

　　開辟新的增長點(diǎn)Create new drivers of economic growth

　　中方在主辦亞太經(jīng)合組織領(lǐng)導(dǎo)人非正式會(huì)議期間，將互聯(lián)互通作為核心議題之一，目的就是開辟新的增長點(diǎn)。When hosting the APEC Economic Leaders’ Meeting, China had made connectivity one of the key issues on the agenda in order to create new drivers of economic growth.

　　我們支持二十國集團(tuán)成立全球基礎(chǔ)設(shè)施中心，支持世界銀行成立全球基礎(chǔ)設(shè)施基金，并將通過建設(shè)絲綢之路經(jīng)濟(jì)帶、21世紀(jì)海上絲綢之路、亞洲基礎(chǔ)設(shè)施投資銀行、絲路基金等途徑，為全球基礎(chǔ)設(shè)施投資作出貢獻(xiàn)。We support the G20 in establishing a Global Infrastructure Hub and the World Bank in setting up a Global Infrastructure Facility, and we will also contribute our share to global infrastructure investment through such means as the building of the Silk Road Economic Belt, the 21st Century Maritime Silk Road, the Asian Infrastructure Investment Bank and the Silk Road Fund.

　　中國經(jīng)濟(jì)增長是世界經(jīng)濟(jì)增長的重要?jiǎng)恿Α８鶕?jù)國際組織測(cè)算，中國是二十國集團(tuán)全面增長戰(zhàn)略的最大貢獻(xiàn)者之一。這樣的貢獻(xiàn)，源自中國自身穩(wěn)增長、調(diào)結(jié)構(gòu)、促改革、惠民生的政策措施。China’s economic growth is an important engine of the world economy. According to the estimate of the relevant international organization, China is one of the largest contributors to the G20’s Comprehensive Growth Strategy, which is the result of the policy measures China has taken for the purpose of fostering steady growth, adjusting economic structure, advancing reform and improving people’s livelihood.

　　中國向二十國集團(tuán)提交的增長戰(zhàn)略包括了134項(xiàng)這樣的政策措施，充分展示了中國以改革促增長的決心、理念和行動(dòng)。The growth strategy China has submitted to the G20 includes 134 such policy measures, fully demonstrating our resolve, thinking and action to promote growth through reform.

　　中國經(jīng)濟(jì)將繼續(xù)保持強(qiáng)勁、可持續(xù)、平衡增長勢(shì)頭，每年增量相當(dāng)于貢獻(xiàn)了一個(gè)中等發(fā)達(dá)國家的經(jīng)濟(jì)規(guī)模。未來5年，我們將進(jìn)口超過10萬億美元商品，對(duì)外投資超過5000億美元。The Chinese economy will keep the momentum of strong, sustainable and balanced growth. Its annual growth is equivalent to the economic aggregate of a medium-sized developed country. Over the next five years, China will import US$10 trillion of goods and invest over US$500 billion overseas.

　　這些將為世界經(jīng)濟(jì)提供更多需求，創(chuàng)造更多市場(chǎng)機(jī)遇、投資機(jī)遇、增長機(jī)遇。作為2016年二十國集團(tuán)領(lǐng)導(dǎo)人峰會(huì)主辦國，中國愿意為推動(dòng)世界經(jīng)濟(jì)增長作出更大貢獻(xiàn)、發(fā)揮更大作用。This will lead to more demand in world economy and create more market, investment and growth opportunities. As the host of the G20 summit in 2016, China is ready to make even greater contribution to and play a bigger role in driving world economic growth.

　　2014年11月16日，習(xí)近平在布里斯班二十國集團(tuán)峰會(huì)第二次會(huì)議上的講話：

　　切實(shí)維護(hù)、建設(shè)和發(fā)展二十國集團(tuán)Earnestly maintain, build and develop G20

　　作為2016年二十國集團(tuán)峰會(huì)的主辦國，以及2015年和2017年管理二十國集團(tuán)峰會(huì)的“三駕馬車”成員之一，中國有信心履行其職責(zé)，并將與所有其他各方共同努力，切實(shí)維護(hù)、建設(shè)和發(fā)展二十國集團(tuán)的機(jī)制。China is confident to fulfill its role as the chair of the 2016 G20 summit and a member of the three-member management troika for 2015 and 2017, and will work with all other parties to earnestly maintain, build and develop the mechanism of the G20.

　　2015年6月6日，習(xí)近平出席第八輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話和第七輪中美人文交流高層磋商聯(lián)合開幕式并發(fā)表重要講話：

　　互利共贏的中美雙邊投資協(xié)定Mutually-beneficial bilateral investment treaty

　　現(xiàn)在世界多極化、經(jīng)濟(jì)全球化、社會(huì)信息化深入推進(jìn)，各國利益緊密相連。零和博弈、沖突對(duì)抗早已不合時(shí)宜，同舟共濟(jì)、合作共贏成為時(shí)代要求。中美要增強(qiáng)兩國互信。要防止浮云遮眼，避免戰(zhàn)略誤判，就要通過經(jīng)常性溝通，積累戰(zhàn)略互信。The move toward multi-polarity, the increasing trend of globalization, and the quick application of information technologies have all been accompanied by growing challenges of various sorts, and have brought countries even closer than ever before. It is a time when ideas of zero-sum game and conflicts and confrontation must give way to common development and win-win cooperation. China and the US need to increase mutual trust. For China and the US, we need to maintain frequent communication and build up strategic mutual trust in order to avoid strategic misjudgment and prevent temporary problems from affecting our overall relations.

　　我們要積極拓展兩國互利合作。要秉持共贏理念，不斷提高合作水平。當(dāng)前要著力加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào)，同有關(guān)各方一道推動(dòng)二十國集團(tuán)領(lǐng)導(dǎo)人杭州峰會(huì)取得積極成果，全力爭(zhēng)取早日達(dá)成互利共贏的中美雙邊投資協(xié)定，深化兩國在氣候變化、發(fā)展、網(wǎng)絡(luò)、防擴(kuò)散、兩軍、執(zhí)法等領(lǐng)域交流合作，加強(qiáng)雙方在重大國際和地區(qū)以及全球性問題上的溝通和協(xié)調(diào)。China and the US need to expand mutually-beneficial cooperation. We need to embrace a win-win perspective and move our cooperation to a higher level. It is imperative that we increase macro-economic policy coordination and work together with other parties concerned to ensure that the G20 Hangzhou Summit delivers positive outcomes to boost confidence and invigorate global growth. It is important that we do our best to conclude a mutually-beneficial bilateral investment treaty at the earliest possible date to foster a new highlight in business and trade cooperation. And it is important that we deepen exchange and cooperation in climate change, development, cyber issues, counter-terrorism, non-proliferation, military-to-military relations and law enforcement, and step up communication and coordination on major international and regional issues as well as issues of global significance.

　　2015年11月16日，習(xí)近平在安塔利亞G20峰會(huì)工作午宴上的講話：

　　抓住世界經(jīng)濟(jì)的四個(gè)重點(diǎn)領(lǐng)域Seize four key areas of world economy

　　基于當(dāng)前形勢(shì)和各方期待，中方把2016年峰會(huì)的主題確定為“構(gòu)建創(chuàng)新、活力、聯(lián)動(dòng)、包容的世界經(jīng)濟(jì)”，希望從四個(gè)重點(diǎn)領(lǐng)域推進(jìn)峰會(huì)籌備工作。Based on the current situation and the expectations of all concerned, China has chosen the theme “building an Innovative, Invigorated, Interconnected and Inclusive World Economy” for the 2016 Summit. We hope to continue work for the Summit in four key areas:

　　一是創(chuàng)新增長方式，重在推進(jìn)改革創(chuàng)新，開辟和抓住新機(jī)遇，提升世界經(jīng)濟(jì)增長潛力。First, we must transform growth patterns in innovative ways, with a particular focus on pursuing reform and innovation. We must create and seize new opportunities to increase potential for global economic growth.

　　二是完善全球經(jīng)濟(jì)金融治理，增強(qiáng)新興市場(chǎng)國家和發(fā)展中國家的代表性和發(fā)言權(quán)，提高世界經(jīng)濟(jì)抗風(fēng)險(xiǎn)能力。Also, we need to improve global economic and financial governance, increase representation of emerging markets and developing countries, and enhance capacity of the global economy to ward off risks.

　　三是促進(jìn)國際貿(mào)易和投資，發(fā)揮其對(duì)增長的推動(dòng)作用，構(gòu)建開放型世界經(jīng)濟(jì)。Third, we need to promote global trade and investment to generate growth and build an open world economy.

　　四是推動(dòng)包容、聯(lián)動(dòng)式發(fā)展，力求落實(shí)2030年可持續(xù)發(fā)展議程，消除貧困，實(shí)現(xiàn)共同發(fā)展。Lastly, we must promote inclusive and interconnected development, strive to implement the 2030 Agenda for Sustainable Development, eliminate poverty, and achieve common development.

　　鞏固二十國集團(tuán)作為全球經(jīng)濟(jì)治理首要論壇的作用Consolidate role of G20 as premier forum for global economic governance

　　二十國集團(tuán)面臨從危機(jī)應(yīng)對(duì)向長效治理機(jī)制的轉(zhuǎn)變，議題從短期問題向深層次和長期性問題延伸。二十國集團(tuán)成員協(xié)調(diào)宏觀經(jīng)濟(jì)政策和加強(qiáng)合作的必要性和難度同步增加。我們需要發(fā)揚(yáng)伙伴關(guān)系精神，促使二十國集團(tuán)順利完成轉(zhuǎn)變，鞏固作為全球經(jīng)濟(jì)治理主要平臺(tái)的地位。G20 is now facing a transformation from a mechanism of crisis response to one of long-term governance. As its agenda items shift from short-term issues to deep-seated and longer-term ones, the necessity for and difficulty of macroeconomic policy coordination and enhanced cooperation among G20 members have both increased. We need to act in the spirit of partnership to work for the smooth transformation of the G20 and the consolidation of its role as the premier forum for global economic governance.

　　開放、透明和包容的姿態(tài)Open, transparent and inclusive approach

　　二十國集團(tuán)是每個(gè)成員的二十國集團(tuán)。在杭州峰會(huì)籌備過程中，中方將始終保持開放、透明、包容姿態(tài)，同各成員加強(qiáng)溝通和協(xié)調(diào)，共同把二十國集團(tuán)維護(hù)好、建設(shè)好、發(fā)展好。The G20 belongs to each and every one of its members. In preparing for the Hangzhou Summit, China will consistently follow an open, transparent and inclusive approach, and strengthen communication and coordination with all other members to jointly uphold, strengthen and develop the G20.

　　2015年11月30日，習(xí)近平就2016年G20杭州峰會(huì)發(fā)表致辭：

　　合作對(duì)克服金融危機(jī)至關(guān)重要Cooperation crucial in overcoming financial crisis

　　二十國集團(tuán)峰會(huì)機(jī)制誕生于2008年國際金融危機(jī)最緊要的關(guān)頭。當(dāng)時(shí)，全體成員同心協(xié)力,努力營造世界經(jīng)濟(jì)企穩(wěn)復(fù)蘇的新局面， 確立二十國集團(tuán)作為國際經(jīng)濟(jì)合作主要論壇的地位。回顧這段歷程，最珍貴的是各成員同舟共濟(jì)的伙伴精神。實(shí)踐昭示我們，在經(jīng)濟(jì)全球化深入發(fā)展的形勢(shì)下，合作是各國應(yīng)對(duì)挑戰(zhàn)、實(shí)現(xiàn)發(fā)展的必然選擇。The G20 was set up at the height of the international financial crisis in 2008, demonstrating the determination of members to put the global economy back on its feet. The G20 thus became the premier forum for international economic cooperation. Looking back, I believe that the most valuable thing this process has created is the close partnership we have forged that has enabled us to jointly tide over a difficult time. It proves that in a world of deepening economic globalization, cooperation is the sure way for countries to meet challenges and achieve common development.

　　謀大勢(shì)、做實(shí)事Act with a broad vision, deliver concrete outcomes

　　作為發(fā)達(dá)國家和新興市場(chǎng)國家及發(fā)展中國家開展合作的重要論壇，二十國集團(tuán)在引領(lǐng)和推動(dòng)國際經(jīng)濟(jì)合作方面具有舉足輕重的影響，理應(yīng)謀大勢(shì)、做實(shí)事，推動(dòng)解決世界經(jīng)濟(jì)的突出問題，為實(shí)現(xiàn)強(qiáng)勁、可持續(xù)、平衡增長目標(biāo)而努力。As an important forum for cooperation among developed countries, emerging markets and developing countries, the G20 plays a key role in leading and advancing international economic cooperation. It should act with a broad vision and deliver concrete outcomes. It should address critical issues affecting the global economy and endeavor to promote strong, sustainable and balanced growth.

　　確保經(jīng)濟(jì)增長惠及各國人民Ensure economic growth benefits people of all countries

　　我們要樹立人類命運(yùn)共同體意識(shí)，推進(jìn)各國經(jīng)濟(jì)全方位互聯(lián)互通和良性互動(dòng)，完善全球經(jīng)濟(jì)金融治理，減少全球發(fā)展不平等、不平衡現(xiàn)象，使各國人民公平享有世界經(jīng)濟(jì)增長帶來的利益。We should embrace the vision of a global community of a shared future, enhanced economic connectivity and exchanges among countries and improved global economic and financial governance so as to address inequality and imbalance in global development and ensure that the benefits of economic growth will be equitably shared by people of all countries.

　　集眾智、聚合力Pool wisdom, form synergy

　　在2016年峰會(huì)籌辦過程中，中方將同各方一道，發(fā)揚(yáng)同舟共濟(jì)、合作共贏的伙伴精神，集眾智、聚合力，落實(shí)安塔利亞峰會(huì)及歷屆峰會(huì)成果，共同開創(chuàng)國際經(jīng)濟(jì)合作新局面。In the course of making preparations for the 2016 G20 Summit, China will work with all involved in the spirit of win-win cooperation. We should pool our wisdom, form a synergy, implement the outcomes of the Antalya Summit and all previous summits, and jointly advance international economic cooperation.

　　聚焦發(fā)展Focus on development

　　中方推動(dòng)二十國集團(tuán)領(lǐng)導(dǎo)人峰會(huì)聚焦發(fā)展問題，推動(dòng)共建“一帶一路”，就是要助力2030年可持續(xù)發(fā)展議程。China will push forward the 2030 Agenda for Sustainable Development by pushing the G20 Summit to focus on development and promoting the joint-construction of the "Belt and Road" initiative.
